Deganit Paikowsky

I am a techno-social scientist at the International Relations Department at the Hebrew University. I am also a Non-Resident Scholar at the Space Policy Institute of the Elliott School for Foreign Affairs, George Washington University. I serve voluntarily as a Vice President at the International Astronautical Federation (IAF) on behalf of the Israel Space Agency (2019-2022) and as a Senior Scientist on the Advising Committee of the Israel Space Agency.

My research expertise is at the intersection of International Relations and Security Studies, with a unique focus on the politics of science and technology, accompanied by extensive hands-on experience in policy-making. Born and raised in Israel, I am particularly passionate about the interface and interrelations between world politics and technological domains, such as Space, nuclear, AI, cyber, etc., which carry significant implications for power and wealth.

In my research, I systematically use theoretically-grounded models to test the impact of perceptions, expectations, aspirations, strategic culture, and identity on power shifts and institutional design. In doing so, I scrutinize the origins and implications of applying techno-nationalist and techno-globalist strategies to nationally led R&D, innovation, international cooperation, and government-corporate relations, particularly regarding dual-use technologies.

As a scholar of contemporary techno-strategic issues related to policy-making, I believe that first-hand experience in strategic assessment, processes, and planning at both national and international levels informs my research with invaluable insights and a balanced and updated perspective. Therefore, I formerly served as a senior fellow with the Strategy and Capacity Building Division of the Israel National Cyber Directorate and as Managing Coordinator of several national committees defining Israel's civil space policy.
